One of Mumbai's most diverse and cosmopolitan constituencies — represented by Ashish Shelar since 2014.
Constituency No. 177 — Vandre West is one of 288 Maharashtra Legislative Assembly seats, located in Mumbai Suburban District. It forms part of the Mumbai North Central Lok Sabha constituency (alongside Vile Parle, Chandivali, Kurla, Kalina, and Vandre East), which is represented in Parliament by BJP's Ujjwal Nikam following the 2024 general elections.
A general category seat (not reserved for SC/ST), Vandre West has approximately 3 lakh registered voters as of 2024, with a voter turnout of 50.36% in the most recent Assembly elections. The constituency's voter registration reflects Mumbai's characteristic challenge: a vast number of residents who live and work in the area but are registered elsewhere, leading to turnout figures that underrepresent actual community engagement.
Previously a Congress stronghold — the seat was held by veteran leader Baba Siddiqui for multiple terms before 2014 — Shelar has conclusively converted Bandra West into BJP territory, winning three consecutive elections with commanding margins. Before the 2008 delimitation exercise, the area was part of the larger Bandra Assembly constituency, historically represented by leaders including the late Ramdas Nayak. The delimitation redrew boundaries to create the current Vandre West and Vandre East seats.
The constituency stretches from Bandra Reclamation and Bandstand in the south to Khar Danda and parts of Linking Road in the north, encompassing some of Mumbai's most recognizable landmarks: the Bandra-Worli Sea Link approach, Mount Mary Basilica, Mehboob Studios, Pali Hill, and the iconic Bandra Bandstand promenade.
Vandre West is one of Mumbai's most diverse and cosmopolitan constituencies — a microcosm of the city's pluralistic character. The constituency houses a significant Koli community presence — the original fishing communities of Mumbai whose history predates the city's colonial transformation. Koli families in Bandra, Khar Danda, and surrounding areas represent one of Mumbai's oldest continuous cultural traditions, and their engagement in local politics is significant.
The constituency also has a substantial Muslim voter population, concentrated in areas around Bandra Station, Nargis Dutt Nagar, and Behrampada. The Christian community — particularly the East Indian Catholic community with centuries-old roots in Bandra — adds another demographic layer, with landmarks like Mount Mary Basilica and St. Andrew's Church serving as cultural anchors.
Economically, Bandra West is a study in contrasts. The constituency encompasses some of Mumbai's most expensive real estate — Bandstand, Pali Hill, and Carter Road are home to Bollywood celebrities, corporate leaders, and the ultra-wealthy. Streets away, dense slum settlements and SRA colonies house some of the city's most economically vulnerable populations. This socioeconomic stratification makes effective representation a complex balancing act of addressing luxury building civic concerns alongside basic infrastructure demands in neighbouring settlements.
Bollywood's presence is impossible to ignore — dozens of prominent film industry actors, directors, and producers reside in the constituency, lending it a celebrity culture that few Indian electoral constituencies can match. The arts community, fashion industry, advertising professionals, and media houses clustered in Bandra create an unusually cosmopolitan voter base that responds to governance quality rather than identity politics alone.
Traffic Congestion: One of Bandra West's most acute daily challenges, exacerbated by ongoing Metro Line 3 construction, large-scale redevelopment projects, and the constituency's position as a gateway between Mumbai's western suburbs and south Mumbai. The Bandra-Versova Sea Link, currently under construction, is expected to significantly alleviate congestion by providing an alternative north-south arterial route along the coastline. Shelar has consistently advocated for expedited completion timelines.
SRA Projects: Long-stalled Slum Rehabilitation Authority (SRA) projects are among the constituency's most contentious issues. Projects in Shastri Nagar, Maharashtra Nagar, and Daulat Nagar — some with development agreements exceeding 20 years — have left thousands of families in transit camps or deteriorating structures awaiting permanent housing. Under Shelar's active intervention, several of these projects have been revived, with new developers appointed and regulatory clearances fast-tracked.
Water Scarcity: A paradox of Mumbai's infrastructure: while upscale buildings in Bandstand and Pali Hill enjoy reliable water supply through private tankers and borewell systems, several interior pockets of the constituency — particularly in older housing colonies and SRA settlements — face chronic water shortages, irregular BMC supply schedules, and poor pipeline infrastructure.
Bhabha Hospital: A vital BMC-run medical facility serving not just Bandra but surrounding constituencies, Bhabha Hospital requires comprehensive infrastructure upgrades, additional specialist departments, and modernized emergency services. Shelar has raised this issue repeatedly in the Legislative Assembly.
Road Quality: Shelar has publicly stated "We take full responsibility for Mumbai's roads" — a rarity in Indian political discourse, where civic infrastructure responsibility is routinely deflected between state government, BMC, and contractors. His willingness to accept accountability rather than deflect has been noted by media and constituents alike.
Hawker Encroachment: Particularly acute on Hill Road — one of Bandra's primary commercial arteries — where unregulated hawking contributes to severe pedestrian and vehicular congestion, particularly during evening hours and weekends. The challenge lies in balancing livelihood concerns of hawkers with the rights of pedestrians and legitimate businesses.
Illegal Constructions: Shelar's stated position is unequivocal: action should be taken against any illegal cafes, shops, and buildings in the constituency, regardless of political influence. This includes unauthorized extensions in commercial areas, illegal floor additions in residential buildings, and encroachments on public spaces and heritage zones.
